ࡱ > R T Q @ +9 bjbjFF .R , , +1 D < L d : $ B R X ̓uD 0 L d m | d d d D $ IUFRO DIVISION 7 (TREE HEALTH) PERSPECTIVES ON THE PAST FIVE YEARS (2005-2010) AND LOOKING FORWARDS (2010- 2014) PREABLE DIVISION 7 has performed superbly during the 2005 -2010 term between the two World Congresses. Although there is no competition, I believe that it is fair to say that our Division is one of the most active and dynamic in terms of communication. The new structure, where we reduced the Division to having three Research Groups (Air pollution and Climate Change, Diseases and Insects) has functioned really well. This has been thanks to three outstanding RG Coordinators, Dr. Elena Paoletti, Dr. Gaston LaFlamme and Dr. Sandy Liebhold. I owe them and their deputies a huge vote of thanks for their enthusiasm and commitment. They have been the life-blood of the Division, building the teams constituted by the Working Parties, encouraging the organization of meetings and assisting me in producing annual reports and other elements of the deliverables that are expected of us. Our Division now has 32 Working Parties (WP), a number of which were added during the last five years. During this period, every RG has held at least one ALL RG meeting (seven in total) and there have been a total of 39 specialized WP meetings. If one considers that we commit to holding at least one meeting per WP in the five year term between congresses, we have surpassed this goal SUBSTANTIALLY. In this respect, I would like to thank the WP leaders for their commitment and contributions to IUFRO and for making my task a very easy and pleasurable one. It is also necessary to recognize all those FOREST HEALTH SCIENTISTS who have attended and contributed to our many meetings. After all, they represent the real life of IUFRO. One of the great delights of leading our Division has been to see many colleagues recognized for their scientific achievements or community service accomplishments. The majority of these elements of recognition are linked to employer organizations or specialists societies to which our members belong. We do not hear of all of these awards. But there are many and we should celebrate these. More specifically, we have the pleasure of seeing our colleagues receive IUFRO Awards and at this World Congress, we are able to celebrate the fact that Sandy Liebhold will receive IUFROs premier recognition, the Scientific Achievement Award (SAA). Having served on the Honours and Awards Committee, I had to recuse myself from deliberations in this regard but I can say that the competition for these awards is immense and Sandy deserves our sincere congratulations. Furthermore, Marieka Gryzenhout (South Africa) will receive the Outstanding Doctoral Dissertation Award at this meeting and we congratulate her most heartily on this fine accomplishment. IUFRO DIVISION 7 STRUCTURE Members of the IUFRO Board have spent a great deal of time during the past few years, refining the statues to improve the structure of the organization. A major change that has been made and that affects Division 7 membership is that concerning the structure of the Board. As in the past, the Division Coordinator will serve as a member of the Board. However, a major cange is that, In future, the up to three of the RG Coordinators will ex officio, serve as the Deputy Division Co-ordiantors. They will then also serve on the Enlarged Board of IUFRO. I believe that this is a superb change that will much more effectively connect the RGs to the Board and build a stronger leadership in the Divsions. IUFRO Divisions typically undergo significant structural changes at the time of World Congresses. This will again be true for Division 7. I will stand down as Division Coordinator as of the end of this World Congress. The three Deputy Coordinators, Dr. Jean-Claude Gregoire, Dr. Kevin Percy and Dr. Naoto Kamata will also end their terms. I would like to thank them very much for the support that they have given our Division. All of our RG Coordinators will end their terms at this meeting. As mentioned earlier, Elena Paoletti (RG 7.01), Gaston La Flamme (RG 7.02) and Sandy Liebhold (RG 7.03) have worked tirelessly for IUFRO and our Division and they will all stand down from their positions at the end of this congress. I would again like to thank them most sincerely for all they have done to assist me and for their substantial contributions. As of the end of the World Congress, and assuming that the nominations are ratified by the International Council, we will have a substantially altered leadership. I would like to take this opportunity to thank all of the IUFRO Division 7 members that participated in the process of preparing nominations for these offices. Further to congratulate a superb new group of leaders who will serve us well in the coming term. WORKING PARTIES As mentioned earlier in this document, working parties residing in the various Research Groups are generally well organized and active. Many have held regular meetings during the past term. However, some have been relatively inactive and will require rejuvenation. The IUFRO leadership is strongly on the opinion that inactive or dormant Working Parties should be closed. Research Group Coordinators are thus asked to do all in their power to review the activities of Working Parties and to re-organise or rationalize where this is needed. The overall requirement of Working Parties is to attempt to hold at least one research meeting during the five year term between congresses. In addition, Working Parties should review their information on the IUFRO Web Site and strive to keep this current and informative. Research Group Coordinators are requested to encourage this process. WORKING PARTY AND DIVISION MEETINGS As mentioned above, Working Parties are encouraged to hold at least one meeting every five years. Many groups, however, meet more often. RG Coordinators should request Working Parties to inform them and Division Coordinators of meetings being held. Working Parties are also requested to ensure that information on meetings is posted on the IUFRO Web Site and to inform the IUFRO office of these meetings. Working Parties are also asked to prepare a brief report after meetings that should be sent to RG and Division Coordinators, and to IUFRO Office for publication in IUFRO News. In the past, we have debated the issue of holding an all Division meeting in the period between World Congresses. I continue to believe that this is a good idea. In fact, there is growing overlap between our RGs and Climate Change is becoming a key issue in terms of global pest and disease problems. We should consider how we might best capture the synergy that lies in these powerful interactions. One of the objectives in the new IUFRO Strategy and that you are likely to hear more about at the world congress, is a deep desire to build linkages between the eight Divisions. There is great opportunity for Division 7 RGs and WPs to build linkages in many of the Divisions and we should try to organize inter-divisional meetings to build synergy and to promote the future of Tree Health more broadly than we are currently doing. In this regard, IUFRO also plans to hold a ALL DIVISION meeting in the coming term, and this will be held in Africa. This geographic location has been chosen because we have a relatively poor reach in Africa, a continent where forestry is important and where we could make significant contributions. This meeting will likely be held in 2012, either in Ghana or in Kenya. I sincerely hope that Division 7 will be very well represented and superbly active at this meeting. COMMUNICATION IN THE DIVISION An important element of maintaining an active profile for IUFRO Division 7 is close communication between participants. This has not necessarily been a problem in the past but there is always room for improvement. The suggestion is that we promote a two way communication system from the Division Coordinators downwards and from the Working Party members, upwards. Thus, Working Parties communicate information on activities (and any other concerns) to the Research Group and Division Coordinators. Information from IUFRO management will likewise be communicated to Research Group Coordinators who will then pass this information on to Working Party Coordinators who will further pass information on the Working Party Members. During the past term, we have made some very significant changes to the powerful list servers FORPATH and FORENT. These servers were established many years ago by Dr. Dale Bergdahl at the University of Vermont. During the last few years, IUFRO decided to provide list server opportunities from the Head Quarters in Vienna. This process was completed at the end of 2008 and Division 7 made a decision to migrate FORPATH and FORENT to the new platform. Furthermore, we established a new list server for Air Pollution and Climate Change (RG 7.01). These three servers FORPATH, FORENT and FORCLIMAIR have run very effectively from Vienna for two years. I owe a debt of gratitude to Sandy Liebhold and Elena Paoletti who expended considerable energy to manage the migration and development of FORCLIMAIR. We must once again thank Dale Bergdahl for initially establishing the first two servers that have been fantastic modes of communication for our division. I would like to encourage every member of Division 7 to ensure that you are listed on one or more of these list servers. They are open to all of our community interested in Tree Health and they provide a fabulous mode of communication. This is non-invasive and there is relatively minimal traffic. The servers make it possible to make important announcements widely and they are strongly protected against violations such as those linked to SPAM. Please spread the word. A special appeal to Working Parties is that they try to get all members of the WPs linked to the servers. This requires an ongoing effort but it is seriously worthwhile. Ultimately I hope to see this linked to a fixed web-based system that records details of forest health specialists world-wide. This will be the ultimate return of a really effective World list of forest health specialists. CONCLUDING REMARKS IUFRO Division 7 represents the largest single body of forest health researchers in the world. It has served this community very effectively over many years and will continue to do so in the future. During the next four years, my hope is that the Division will grow both in numbers of participants and in activities. Also that we can have a very effective and easy stream of communication between colleagues, that will strongly promote our discipline. Please do not hesitate to communicate suggestions to Working Party Coordinators, Research Group Coordinators or Division Coordinators. While IUFRO has a strongly grass roots led structure, the leadership at every level of the Division is there to encourage greater activity and the future development of our discipline. Sandy Liebhold will be leading us and he can be assured of the support of all of us.
