EFERN was established in 1995 as a result of a resolution from the "Ministerial Conference on the Protection of Forests in Europe", Strasbourg 1990.

During 1996-2000, a concerted action within the EU FAIR Program was run. The main achievements were a database with European institutions, scientists and projects within the field of forest ecosystem research. It is available on the WEB-site: ifff.boku.ac.at/efern. The definition of research essential for sustainable forestry is documented in a special volume with the title "Pathways to the wise management of forests in Europe" (Forest Ecology and Management, Vol. 132:1-119).
Sustainable forestry needs to have a broad base – an increase in scope and scale is required. Conventional forest ecosystem research is not enough. Integration with other disciplines and areas is necessary such as biodiversity, water quality, socio-economics, planning etc...The increase in scale leads to a focus also on the landscape level. Forest research also requires time – a long-term perspective is essential. Many countries have accesses to a variety of experiments, which serve as a fundamental base.
EFERN has succeeded in launching a COST Action E 25 "European Network for long-term Forest Ecosystem and Landscape Research – ENFORS" which term of reference is
