The Expert Panel on the International Forest Regime is chaired by Professor Jeremy Rayner. Professor Rayner is a political scientist and currently Professor and Centennial Chair in the Johnson-Shoyama Graduate School of Public Policy, University of Saskatchewan, Canada. Over the past decades, Professor Rayner has carried out innovative research on global forest governance; resource, environmental, and energy policies; and policy theory, especially institutionalism and problems of policy change. Professor Rayner has published widely in the areas of natural resource and environmental policy, especially forest policy, and provided scientific advice to governments and research agencies in Canada. He also acted as a Lead Author of the previous GFEP assessment report on "Adaptation of Forests and People to Climate Change".
